A total of 2285 posts across multiple departments of the Uttar Pradesh government are up for grabs — and this is one of the most awaited group exams for graduates in UP. One thing to be absolutely clear about before you apply — this exam is NOT open to everyone. UPSSSC Lower PCS 2026 – Eligibility Criteria
Essential Prerequisite — PET-2025 Qualified
This is not a direct application exam. Only candidates who participated in UPSSSC Preliminary Eligibility Test-2025 (PET-2025) and whose score cards have been officially issued by the Commission can apply. Shortlisting for the main written exam will be done on the basis of PET-2025 normalised scores. Candidates who scored zero, below zero, or negative marks in PET-2025 will not be shortlisted.
Additionally, candidates marked as Under Investigation (UI) or Provisional in PET-2025 results will be given provisional permission to apply — but their final shortlisting and selection will depend on the outcome of the investigation.
Educational Qualification (Post-wise)
Each post has its own specific educational requirement as per the relevant service rules. The key requirements are:
Sahayak Koshaagar Lekhakar (Treasury): Graduation from any recognized university as per UP Treasury Accounts (Gazetted) Service Rules 2019, Part-4, Rule-8.
Lekha Parikshak (Accounts Auditor): Graduation from a recognized university as per UP Subordinate (Cooperative Societies & Panchayat) Accounts Audit Service Rules 2025.
Ameen/Neelamkarta (Mandi): Graduation from a recognized university as per UP Agricultural Produce Market Committee (Central) Service Rules 1984, Rule-7.
Adhishaasi Adhikari (Municipal): Graduation required as per UP Municipal Service Rules 1966. Additionally, a computer diploma at “O” level from a recognized institution is compulsory for permanent appointment — though entry is allowed on provisional basis until then.
Lipik Sah Tankak/Lekha Lipik (Mandi): Graduation + working knowledge of Hindi typing at minimum 25 words per minute as per Rule-7 of UP Agricultural Produce Market Committee (Central) Service Rules 1984.

The UPSSSC Lower PCS 2026 application process is entirely online through the official website. Here is the step-by-step process:
- Step 1 — Go to upsssc.gov.in. On the Homepage, navigate to the Live Advertisement Segment and click on the relevant advertisement.
- Step 2 — Login using your PET-2025 registration number. OTP will be sent to the registered mobile number and email.
- Step 3 — Your personal details as filled in PET-2025 — name, father’s/mother’s name, UP domicile details, category, EWS status, horizontal reservation details, date of birth, gender, marital status, mobile number, email — will be auto-displayed. Verify them.
- Step 4 — Select the post(s) you wish to apply for. You must actively Select each post — posts not selected will not count as applied. Give your preference order for departments at this stage.
- Step 5 — For each selected post, indicate Yes/No for educational qualification and fill in board/university name, passing year, certificate details, roll number, and marks information.
- Step 6 — Your photo and signature uploaded in PET-2025 will be auto-displayed. You cannot change these.
- Step 7 — Fill Other Details — post preference order, adhimani (supernumerary) qualification if any.
- Step 8 — Fill the Declaration carefully. Tick all checkboxes, enter verification code, and click Save and Submit.
- Step 9 — Pay fee online and download/print the application form immediately. Application is finally submitted only after successful fee payment and reconciliation.

Application corrections allowed till 25 June 2026 — you can modify address, EWS/horizontal reservation category, mandatory/adhimani qualification details, and marital status. Name changes and major details cannot be changed.

UPSSSC Lower PCS 2026 Reservation Policy – Key Points
Vertical Reservation: SC, ST, OBC-1, OBC-2, EWS — as per latest UP government orders. Only candidates who are domicile of Uttar Pradesh are entitled to reservation benefits. Non-UP candidates will be treated as General/Unreserved.
EWS Reservation: 10% reservation for Economically Weaker Section. Annual family income from all sources must be below ₹8 lakh. EWS certificate must be issued between 01-04-2026 and 18-06-2026 based on FY 2025-26 income and valid for FY 2026-27.
Women’s Reservation: UP government instructions as per GO 18/1/99-Ka-2/99 dated 26-02-1999 and subsequent amendments apply. For UP women, only caste certificate issued from the father’s side is valid.
Horizontal Reservation: Divyangjan (4%), Ex-Servicemen, Women, Outstanding Sportspersons — as per latest UP government orders. The Divyangjan category requires updated disability certificate mentioning the sub-category, as per multiple government orders including the most recent dated 25-07-2025.
Important Instructions – Must Read Before Applying
These are important enough to read carefully before submitting your form.
Only one application is allowed per candidate. If multiple applications are submitted, only the last one will be accepted and all previous ones will be rejected.
Date of birth as mentioned in High School or equivalent certificate will be the only accepted proof. No other document for date of birth will be accepted.
Candidates currently serving in Central or State government service must obtain a No Objection Certificate (NOC) from their employer before appearing in the exam.
For UP SC/ST and women candidates — caste certificate must come from the father’s side. Certificates from the husband’s side are not valid for UP women.
If a male candidate has more than one living wife or if a female candidate has married a man who already has a living wife, such candidates will not be eligible — unless specifically exempted by the Governor.
Candidates found guilty of using unfair means, impersonation, or malpractice will be debarred from two future UPSSSC examinations. UP Public Examinations (Prevention of Unfair Means) Act 2024, dated 06 August 2024 is applicable for this exam.
Shortlisting for the written exam will be done at the rate of 15 candidates per vacancy (category-wise), based on PET-2025 normalised scores — calculated up to 2 decimal places.
